2-5 3k isnt bad at all, I think you are pretty much a the top dps with that gear.
I dont see anything you can do quickly or cheaply.
After reaching hit cap you my want to try:
1. put killing spree glyph instead of SnD, but it depends if you are able to keep rotation with shorter SnD duration - require proctice I guess.
2. get yourself greatness card agi - really good trinket -
3. level up your JC - 3 gems that only JC can have are really good boost
4. you may want to try armor penetration gems
This is
recount report
from ToC heroic raid.
I've checked armory link of toping rogue in this fight -
Rakez
His / her ArP rating was above 500 while being way below hit cap! Hit rating was around 230.
Everything was gemmed for ArP
I hope it helped

As combat, don't bother about hit and expertise. You should not gem/enchant for those stats simply because gemming for AP/Agi/ArP will be efficient. As for "what do I gem for?" debate, that relies heavily on your current gear.
Generally speaking:
If you don't have 4pc T8, gem for AP.
If you have 4pc T8, gem for Agi.
If you have either
Grim Toll
or
Mjolnir Runestone
AND you have plenty of ArP rating on your gear, go to
EJ
and download a Combat spreadsheet. Plug your gear and enchants in that Excel spreadsheet and
play around
with gemming. You will find that the closer you get your passive ArP rating to 619.6 (with
GT
) or 566 (with
MR
) when gemmed for ArP, the more effective the ArP gems will be. If you have low ArP rating from gear, you probably will be better off with options 1 or 2.
In 3.2.2, the so called "soft-caps" for ArP will be 787.6 for
GT
and 734.6 for
MR

Why? Im not questioning that statement, I really want to know why combat doesnt have to care about hit cap.

Because hitting the hit cap is NOT a prerequisite to good dps. This is not BC anymore. Agi and AP both provide more power than hit rating for combat.
