this isn't that great. considering after an envenom, you still need another 5 combo points to lay another one down. its basically just making your deadly poison permanently at five stacks... which i cannot see as being a huge dps boosters, seeing as if you have a fast offhand with deadly + hit cap, deadly will stack very fast anyways, so what . one ? of your ticks will do smaller damage/.? meh
How often do you envenom in a normal rotation? Also you are supposed to use envenom at 4 points or more, so having a constant 5 trick deadly poison is a great deal considering that a mute rogue can envenom every other GCD at some points , not to mention envenom will be doing more damage as well. So if you constantly are using envenom, its just not one tick that is doing less damage, its pretty much a good amount of them. So this buff combined with the ArP nerf will probably make Assassination more favorable a shift it back to FoTM.
With this change I can pull off anywhere between 3-7 Envenoms between Ruptures. Lots of RnG involved though, as you could envenom 5 times in a row and get the 1 CP bonus after a finisher, then mutilate once and get 3 more and just pop 4 envenoms all over the shop.

A thought occurs to me, inspired by Aldriana's observation that haste improves the ppm of high-end weapon enchants: does haste also increase the ppm for IP/WP?
