Basically a slight modification of the DW dps spec to include tanking talents.
Same basic rotation and glyphs, etc.
I did not choose Glyph of HB since ToT does not work with HB, so using dual disease + OB would prolly generate more threat.
Though getting to def cap w/o stoneskin gargoyle may be a problem, I dont see it as impossible, especially if you use tanking weapons. The downside of using tanking 1h is that it usually has a fast speed, generating less threat but giving you more survivability.
So the question comes down to, If u have to use 2x tanking weps to stay def capped, would the threat from runestrikes in ToT outweigh the threat switching to slow weps.
Id say that if u dont have any threat problems, use 2x tanking 1h for sure, because of all the additional stats it gives.
If using 1 tanking 1h would give u def cap, then use a slow wep for MH.
weapons such as
Broken Promise
would become extremely good for DW tanking, as it is exceptionally slow and gives TONS of def.

why bother DWing? nothing to gain, lots to potentially lose.

0/3 SoB and you will be RP starved, seeing as RS will not only be proccing more but also be striking much sooner on use. I'd take all 3 out of imp Icy touch and put into SoB 3/3 which ensures a huge amount of rp generation.
At current gear levels DEF cap shouldn't even really be a struggle to get.
The only problem with DW tanking I see is talent point starvatation and RP generation.

if u dont FS dump everytime u have RP, u prolly would have enough RP to keep RSing.
the threat generated might make SoA obselete, letting u pick up the tanking sigils for additional avoidance+RS. :D
but yeah, i dont think u need 3/3 in SoB, but i guess it depends on individual gear and stuff.
imp icy touch does decrease the atk speed of the boss.

dropping IIT is a decision to be made with the whole raid group in mind. all tank builds should include it when talking in general terms like these forums. the debuff is too important to be missing from an entire raid.

You will need it more than a 2h would, and why wouldnt you take it at all as DW is beyond me. with 2 weapons hitting much faster than a 2h, having 3/3 ensures atleast a good 80% uptime of the buff, and every hit you would make would generate 10 RP. You're already going to be able to pump out much more RSs much faster than a 2h, and if you have any hopes of using FS at all you will need SoB.
2/3 just doesnt seem enough to keep a decent uptime, 3/3 and almost all of your white strike are generating 10 RP? do you see it now?
Besides that debuff is bought by atleast 4 other classes. if you have 1, and you probably do, you wont need the added IT damage.
Edit : I see
this
as being more viable, it has all the core tanking talents you could get as DW w/o leaving out anything too necessary, the rotation would be similar to DW dps, with a slight notice in usually waiting to use FS till you have a bit more RP than usual or on KM procs, saving the rest for RS.
Edit again : Allow me to also take the time to link a list of all the tanking weapons with a speed above 2.0 (generally the accepted decent speed for DW DK)....
doh
.
Considering there is no other slow tanking weapon in the game with a similar speed (the closest you can get is 1.7) unless you really want to use a iLvl 213 weapon with mediocre stats your entire tanking career, you will at some point have to switch to a fast weapon, which will make further use of SoB.

Sams build seems decent enough but none in bladed armor is a huge threat loss, 1 point out of it yields only a 133 loss of AP on a 24k armor (general average armor rating) but losing almost 1k AP will lead to a huge loss of RS damage, OB damage, disease damage, all for taking subversion, doesnt seem very worth it.

I know wat u mean.
ive been using 1/3 in my 2h build and its sufficient already.
but sure, if u wanna put more points in SoB its totally fine. Yes, I have no idea whether or not RP is going to be a problem, but considering RS are used almost immediately after procs anyways, i think the number of RS wont be extremely different from 2h.
im sure 3/3 in SoB would certainly yield alot of threat, due to additional FS incase u dont need all the RP for RS.
however, losing Imp icy touch would decrease survivability, and if threat isnt a problem, i dont see why u shuold drop it.

The loss of more than 1k AP is a much bigger loss in mine /:.
RS will still be your main threat modifier, and since there are very few high damage fast tanking weapons, it will be hitting for much less unless you use a slow DPS weapons (kinda kills the purpose od DW tanking imo). with 1k AP loss it will hit much less than it should. Not to mention that AP scales threat wise with every action we do, even obliterate and disease damage, FS damage, HB damage.
Taking 3/3 subversion just for obliterate probably wont make up for the loss from your other threat abilities. On my DPS records even as 2H frost RS is only slightly below Obliterate as is in terms of damage (usually does only 20k less damage, which keep in mind has a much higher threat modifier than obliterate by a long-shot.)
however, losing Imp icy touch would decrease survivability, and if threat isnt a problem, i dont see why u shuold drop it.
again, pointless if you have a class that brings the buff, which in a 25man raid you probably do. DW you will be putting out a ridiculous amount of RS each costing 20RP, and will likely be up again right after proccing. You will be striving for RP, 3/3 SoB your autoattacks will be making 10RP each, which DWing you will make alot, and 3/3 ensures a decent uptime on the buff (3 white strikes its likely to refresh before fading, making sure that next white strike also yields 10RP).

lol it really depends on ur guild and raid comp then. I havent had someone bring imp icy talons in a long long time.
anyways, like i said, i havent personally tried DW tanking out. if rp starvation does prove to be major, i will ofc take more pts in SoB.
however, if every white hit provides 10 RP, i think it would be hard to not max out RP, as rotations in DW frost tends to get quite tight sometimes due to all those procs.

The only way you could cap RP that way is by not proccing RS for a long period of time, and failing to hit your FS macro.
However missing out on SoB, you could potentially miss out on alot of FSs and RSs.

i meant for DW dps, during some situations where u have quite a bit of rime procs and some running to do, u can potentially cap RP. if tanking rotation is indeed similar to DW rotation, then there is the potential too.
tho with faster weps, u can most likely use up all teh RP faster i guess.

DW dps wont be spamming RS, and the original topic was for tanking which confused me I guess. However I am certain that dual wield tanking will see a huge benefit of threat from using SoB to its full extent.
I just love the idea of the constant inflow of 10RP and high RS spam that could result of it. If RS doesn't scale so poorly with a low top end damage that is, it would certainly offset this :).
