How could certain Capitals be made more attractive?

How could capitals like Darnassus and Exodar for instance be made more attractive? I mean everyone is pretty much hanging out in SW and IF.
And for the Horde Orgrimmar is the sh*t, with TB, UD and SM being failry populated but not as much as OG...
Now its kind of good to find the majority of players in one location, but i would like to see the other non-mainstream capitals to be more populated. We could make them more unique, not in design but in services. Blizz should give people a reason to go to these cities, and perhaps a slightly better accesability. UD, SM, Darna and Exo is pretty much separated from their fellow allies and since you can find all trainers and AH in every capital people just gather around in one specific, which almost makes the other capitals useless...

People tend to hover around places which can get them around easier, SW and IF are both near transportation to northrend, same as ORG and UC, thats a bigger reason why so many people are there. the other cities are just there, there is nothing special/useful about them so people of higher levels usually don't bother TAKING OUT TIME just to go to them.

I'd have to say that the easiest and best way to revitalize various cities is to improve transportation. SW and Org are the hubs of the transportation networks for their respective factions and, since everything else is basically equal, that makes a big difference. If places like Darn had good transportation options, that would slightly help.
One of the big issues, however, is that its actually advantageous for most people to be in the same city. A common location expedites trade and other in-person transactions. Spreading people out across all of the city just makes it less likely the person you need to get too will be in the same place as you.

With unique features, such as a ffa arena with a chest with prizes at certain hours (like in stv) in Orgr and IF, a casino in Darn and TB, a end-level instance in SW/UC and a few end-level dailies for soloing TBC dungeons and TBC heroics in Exodar/Silverm.

Main reason why org and storm are so popular are ease of access to mailbox/bank/ah. In org you can go from buying a item from the ah to a mailbox in 10 seconds and then to the bank in another 5 seconds. In contrast in Uc you have to go downstair to the ah then run back upstairs to a mailbox (better choose the correct side cause theres only 1 mailbox) and then to the middle floor to the bank. Now Tb has as good of access to the ah/bank/mailbox as org (maybe even better) But it can be confusing/annoying with all the floors if you need something else and theres always the chance of overshooting the mailbox and falling off the edge....
