I decided to have my secondary spec be frost for tanking heroics and offtanking raids for my guild. My problem is that I'm having a hard time pumping over 3k TPS even on single target boss fights.

I'm not sure what I should do to generate more threat or if its just frost lacking high threat. I know I'm not hit capped or expertise capped but I'm working on those and I'd rather not gem for it since I'm already low on HP as it is. In frost presence I'm over 23k HP and my dodge and parry go up a bit with HoW.
I am more than willing to try other builds or ideas to help me be a better tank. Thanks for your time in reading this.

You have no proffesions. You lose about +120 stamina there.
Frost is not as much dependant on hit and expertise caps, but they are good to aim for nonetheless.
Your problem with low TPS looks like a combination of bad skill and low level equipment. Check the frost tanking stickies for the rotations.
Or you dont have to, some helpful soul will come soon and write a helpful guide to frost tanking for you personally, as in every other "why do i fail" topic.

I'm bored at work, so gonna answer a little more for the heck of it.
Move the 5 points from Virulence and Epidemic into Bladed Armor. In Frost Presence that'll add close to 700 AP, which buffs your autoattacks, strikes, spells, and diseases. It's one of DK tank's best threat talents.
Glyph Howling Blast so you don't need Epidemic, and don't bother with Plague Strike and Blood Plague except on single target pulls. All it does for Frost is add 11.5% to Oblit, and minor DoT dmg, nothing more (see Tundra Talker, Glacier Rot tooltips). Glyph Obliterate to compensate.
Drop Icy Reach, you shouldn't need it as a tank. All mobs should be on you, and if any get away, Dark Command, Death Grip, and Strangulate (if caster) all have the range you need to pull them back. Put those points in Merciless Combat instead.
Regarding Subversion, I prefer to put those 3pts in Scent of Blood instead. Frost is pretty RP-starved, with Frost Strike, Rune Strike, and IBF. Your call there whether you need more Oblit crit than RP, but I prefer the flexibility more RP provides.
Here's the
spec and glyphs.
Macro Deathchill into Howling Blast (and optionally Frost Strike), but be able to cast HB both with and without Deathchill. The reason is on the initial pull, you need to get Frost Fever up on the targets first. Tundra Stalker and Glacier Rot won't apply on that first HB, but will on all subsequent ones. So to get the most dps out of Deathchill, cast HB first
without Deathchill, then all subsequent casts with it.

Multi rot 1: HB (no DC) - DnD - BB - RP dump
Multi rot 1+n: HB (DC) - OB - BB - BB - RP dump
Single rot 1: IT - PS - OB - BS - BS - RP dump
Single rot 1+n: HB (DC) - OB - BS - BS - RP dump
(repeat the first one when you need to get Blood Plague back up on the target, use the 2nd all other times)
Beyond that, what everyone said about gemming, enchanting, gearing, and getting professions.
Get your Expertise and Hit up (26 and 8% respectively), use a
food buff if necessary. Theorycrafters are constantly finding that not hitting the mob is the #1 cause of threat problems, go figure. ;)
Edit: Single Target rotation 1, you can open with IT + PS instead of HB, if you want to get Blood Plague on the target.
