Enchant Weapon - Healing Power bug?

This enchant does not work on my warlock who is now level six, it is applied to the Grand Staff of Jordan. The SP bonus shows in all the different schools (Arcane/Shadow/Nature/Fire/Frost) and shows on the character sheet under Bonus Damage/Bonus Healing (whatever it is called). However, my spells are not affected by this bonus. The enchant is displayed green on the weapon, so I know it is not nulled by level requirements. Can someone check into this?

Here is the ticket I submitted and here is the reply.
Petition: Enchant Weapon - Healing Power (29 SP)
I currently have a level 6 warlock with five pieces of Bind to Account equipment. My weapon, Grand Staff of Jordan (Bought with 325 Stonekeeper shards in Wintergrasp) has the 29 SP enchant described above. This is a level 1 enchant and should apply on the BoA item. I can see the SP bonus listed in my character sheet, however, none of my abilities benefit from the SP enchant, even though my character sheet shows it as green (active).
Answer: The spell power is being added, it's just that there's more complex equations as to how the spell power is calculated into your actual damage.
Getting tickets answered is taking longer and longer these days.

I know this might constitute a necro, but I have more to add to this now.
It seems Warlocks just don't really benefit from this enchant at lower levels, my guess is the way the spell power coefficient must start really low for their abilities, because when I put the same enchant on the
Devout Aurastone Hammer
and equipped it on my level 11 priest, she saw almost the full benefit immediately (At least to the heals).
My recommendation is that you shouldn't really bother forking out the gold to have this enchant done, unless you own the recipe of course, but it might be more workwhile if you have multiple caster alts you want to level.

Its because the spells you use at such a low level have extremely low spell power coefficients. You won't notice anything. Instead, just wait a while and level up some more.
