I go for....
Where certain friends are, particuarly LAN buddies (quite often re-roll as a group)
Main language spoken being English ( I appreciate players can speak in whatever language they like but it gets v.annoying not understanding what an earth is going on :P)
Not a RP server, not my cup of tea & don't want to interfere!

Simple.
Don't switch servers.

1) Friends
2) Proximity of server's datacenter to my location (to improve latency times)
3) Server population (I tend to prefer low- to medium-pop)

i wont lie, my first realm i picked was the "recommended" one (PvE).
then i wanted to try PvP, i went with one that had a cool name.
then i got tired of that and wanted to go back to PvE but also wanted two different realms for my Horde & Alliance, so i went with something that sounded cool.
so as you can see...the name of the realm is my biggest thing lol.
friends dont matter as majority of the people i know in real life likes to play Alliance (while i like to play my Horde characters 95% of the time).

NEVER EVER take the recommended server. NEVER
It will recommend a population based on the active players loged in at the time.
I have seen it recommend a server that is offering free transfers for over population.
WTF is wrong with this picture....looks like a blizzard attempt at balance rofl
It does NOT care where you are or where the server is. Most important part

are all PvP servers in the eastern time zone. Compare them in your realmlist - around 6-8 EST should be a good time to check, as that's when the little kids are home and the adults are off work. Find a few that you like, then make a toon on the server, send it to a capital city, and check out the server's economy with the AH. While you're doing that, you can look at how bad the trade channel is.

Friends. Which is why I'm on an East Coast PvP realm despite my preference.
My alt server (also with friends) is a West-Coast PvE-RP server.
My preference would be for a Non-RP PvE realm on the West Coast, but my small PvP realm guild won't move despite not being a PvP guild ;) And despite all being West Coast. Our longest-playing member/guildleader started on this realm (also to play with a friend) and that's how it's going to stay! Besides, they just like world-PvP and I am outnumbered =P
Am thinking after the change, I'll transfer my alts to Normal servers for leveling purposes. At least, if we can pick and choose who we do cross-server instances with.
Edited because Cross-server and cross-faction are not the same thing >.<
