How important is expertise for a bear?

- Tanking in Ulduar.
This is how I understand it:
You got a soft cap at 6,5% (dodge) and a hard cap at 15% (parry).
I`ve read that a minimum should be to reach the soft cap. Why is this? Is it with aggro in mind? That you would struggle a lot with aggro if the bosses dodges you. Thats obvious. And thats all, right? (Besides less parries).
Hard cap is "more" important. After a successful parry, the defender's swing timer is reduced (or even reset), resulting in an increased damage output. So reaching for that hard cap would be very good for a tanking bear I would recon.
I`ve read that despite this, stamina and agility, even armor is more important. Ok, I can go with that, but all in all, you should give up some stam and agi at a certain point for expertise, right?
I got about 9% expertice and struggles to get 15%. I got emblems of conquest enough for the rest of the gear I can buy, leggings, hands and one more I think it was. The problem is that if I upgrade with these, giving me more stam and agi, I would loose many % of expertise, so Ì kind of dont want to starve myself from expertise. Only solution is to gem for expertice, but then I would loose good deal of stam and agi........lol. Eating expertise food IS another way, but... How important is really expertise?

a bosses parry rate varies from 0%-15% its different for every boss and can even change from patch to patch (or even a hotfix). Its one method in which blizzard fine tunes an encounter.
Usually its not advised to reach the 15% hard cap simply because so few bosses are actually up at that level (dont ask which, no one knows for sure).
While 6.5% is considered the minimum, as it negates 6.5% dodge and 6.5% parries (for a total of 13% more attacks hitting) a slightly higher 8-10% expertise is considered
'normal'
for any decently geared tank. Any higher and your missing out on other important stats, much lower and you start running into aggro problems from too many attacks missing
Ty Parrazell. This was just the answer I was looking for. This means I`m right where I should be. I`ll do some math and see how much expertise I end up with after the upgrades.
