Please correct me if I'm wrong, I don't do theorycrafting ever.
It takes 32.79 haste rating to equal 1% less casting time at level 80.
Regrowth has a standard 2 second cast, so it would take 50% haste to decrease it to 1 second (?), with no other speed-decreasing effects.
As such, (32.79haste/%) x (50%) = 1639.5 haste rating, with no procs.
A 20% cast speed reduction on 2 seconds is .4 seconds, which brings the cast time to 1.6s.
To decrease from 1.6 to 1.0 is 37.5% (that could be way wrong lol)
As such, (32.79haste/%) x (37.5%) = 1229.625 haste rating, which sounds unattainable. A full set of the highest level tier 9 only has a base haste of around 170. My math could be wrong.

it's just not an ideal way to go, 50% haste from gear requires such an immense amount of itemization toward haste that you sacrifice the only stat that really matters to stack for resto, spell power, not to mention any additional haste from say nature's grace or heroism would be wasted due to the gcd not going lower than 1 sec
grab nature's grace and nature's bounty and get your gcd to 1 second and be done with it

I don't believe he was asking about the Haste required to lower the global cooldown; considering that, by the time Regrowth is done casting, the gcd is already reloaded.
Either way, a 1s Regrowth is impossible to passively attain, even with Natures Grace. If you want a fast-cast healing spell, try Nourish, or even (gasp) a glyphed Healing Touch. I wouldn't even be too worried about stacking that much haste anyway; SP will be of much greater benefit in the long run, and the haste will come with the gear.

Wouldn't it take 100% haste to get a 2 second spell to 1 second?

Why would you want to spam Regrowth at all? Compared to the other spells (Rejuvenation, Nourish) it is just inferior ...
+1 for just getting the GCD (with GotEM) to 1s and then be done with haste. That being said I have to admit that I am currently sitting at over 450 haste simply because every piece of good resto gear I find seems to have haste on it and I really can't get rid of it.

Yes, Heckler has it right for the haste formula. 50% haste only reduces cast time by 1/3rd.

as others have said 50% decreases by 1/3. 100% is needed to halve the casting time.
formula:
Haste Rating needed at level 80 = ((Base Cast Time / Desired Cast Time) - 1) * 32.79 * 100
x = ((2/1)-1)*32.79*100
x = 3279
this all gets more complicated when you add things like nature's grace and heroism/bloodlust because some of these procs/buffs increase casting speed (like haste) while others reduce casting time (not like haste). it's a subtle but important difference.
the main problem with the whole idea i see is that stacking that much haste is, of course, practically impossible but also stacking that much haste precludes stacking enough crit to make nature's grace even relatively reliable.
question, nourish is lovely now and is much more practical in terms of haste rating requirements/goals, why not focus on that as most druids do now?

With CF, NG, iMKa, and WoA it will take 1627 Haste to drop you below the 1sec mark on regrowth.
With the above + Heroism/bloodlust it will require 495 Haste.
