If you want a pve piece you need to work for it like any other pve-er. If that means running lower level raids to gear up, so be it. If you're really concerned about BiS, then you'd be glad that they are harder to get, because less people would be willing to go the extra mile to get them.

BiS for PvP is a thing i usually am looking at in a very suspicious way.
Aren't there situations where the massive resilience a full pvp toon has could save you? Aren't there situations where that bis pve gear could've eaten those last pieces of HP from a dying paladin, then he bubbles, but your PvP gear couldn't cut it?
It is true that PvE fully geared players in BiS gear ARE a plague to lower level brackets, but there is a reason why they stay there.
And usually, the BiS weapon from pvE is very close to the last season 2200 version weapon. Haven't you seen Furious Gladiator 2200 version of some weapons being rated as #2 or #3 on the best PvE weapon rank? It happenned. It isn't easy to down hard-mode bosses in the game. Neither it is to reach 2200.
And for progression levels, last-season offpieces and 2 seasons behind main pieces are available by honor.
I do agree with the OP in one point. Weapons. Reaching 1850 with Titansteel weapons as a warrior, DK or paladin might've been possible, but is getting seriously too hard. Facing a healer on Relentless pieces with a Titansteel weapon is a bit too much. They should add at the very very least Deadly weapons. Even if it is with rating, but starting arround 1250, then furious t1 in something like 1500. The way things are, its too big of a jump.

There is a very big difference on the influence of other players in PvE and PvP, CaptainObv. Having PvE guilds cleaning hard modes, and then having blizz nerf it to augment the range of guilds completing content affects high-end guilds in no true way. E-peen only. There are Realm first titles for that.
But an increasing crowd of players getting the best armor in game affects lower rated teams in arena greatly. I know how many games i lost while grinding for gear that i know i could win on a skill match, but in which a lucky string of ambushes/mutilates on a 400 resilience clothy made their influence.
Also, 25 people can fill in the gaps of lower geared players. But in Arenas, no chance.
EDIT: About the melancholy, i agree. There is a heavy atmosphere atm between WoW players. This is mainly due to Wrath of the Lich King. The beggining was disastrous. Naxxramas and end-game content was aproved by most as ridiculously easy. PvP, I'd rather not even speak about it (The absurd Paladin fest, the introduction of the DK...). Things have become better, much better indeed, but this launch certainly made people very suspicious about the game.

I agree that they need to put in some starter PvP weapons/shields, but the problem in doing this was evident from Burning Crusade. The gear gap between a newly leveled eighty and a end-content one is becoming very wide, though badges have helped somewhat.
