Keep the points in IFF don't take then out.
NEVER take points out of BoP, There is not a single justification in the talent tree for doing this. 2 points for 4% hit is huge.
Genesis is probably the least useful skill in the balance side of the talent tree... the only time you would be placing a point into it if you decided to use 1 point in it to get you into the 3rd tier of talents and you don't want to place a single one into Moonglow.
Owlkin frenzy is at best a personal choice... Many many people have tested this and I've yet to see someone who has analyzed their reports keep this talent for PvE. The points are just better spent elsewhere.

Your missing points in OoC... that is a HUGE mana talent for us boomkins. Move one of your intensity points over to it.
Take your two points out of Owlkin Frenzy and put them into Starfall and Brambles for more dps. Or even Starfall and Nature's Reach.
2 points in Natures Reach is exceptionally helpful for a high DPS boomkin on gimmick fights. Beside longer range means more area you can move to in a bad situation AND les movement time when swapping target like on say Twin Valks.

i was trying to put across that talents such as OoC and Moonglow are not dps adding but mana based so if you want to top out your dps you shouldnt waste points in them. as for Owlkin Frenzy, what raid bosses do u know that dont do area damage? a chance to increase damage by 10% is far more valuable in my eye than 3 yrds range and 15% threat reduction. Guess Im lucky that I know good tanks who know how to generate threat and can afford to do this.
as for mana regen, in a raid you should have mana spring totem (108 mp5) or BoW (91 mp5) and your own innervate which should keep you going through any encounter. If you are having mana problems seriously consider getting more intellect and spirit on your gear.
the point i was trying to make above is that if you are over hit capped you can change your talents to suit your gear. obviously it would be preferable to to change your gear to suit the best spec but as Im sure you are all aware, this isnt always possible.
In brief, the point I am trying to make is that there are always options depending on situation and gear. if you play around a bit you will find the combinations that are right for you at a certain time in the game.
Everyone in this post has made valid comments but berating someones comments because you havent read and understood the post properly is just ignorant. Maybe YOU didn't read the post. 2/3 intensity + 1/1 OoC > 3/3 intensity. This change does NOTHING to dps but will up your mana regen. To add to this, you could go 1/1 OoC + 1/3 intensity + 1/1 Starfall, and still have the same manaregen, but more dps. But it's probably all the crit food you've been eating thats been making you retarded.

It's not about having tanks that can't TPS it's about doing more TPS then a tank can even in theory produce and taking steps on your own as a DPS, which if you mistaken is YOUR responsibility to control. A boomkin can pull well over the threat even a BiS pally can produce on gimmick fights. You have many options to adjust for this like Hand of Salv, target swapping or even *gasp* talents. refusing to look for a change like that is very selfish if you are at that point in gearing.
As for OF... The problem with OF is that not every incoming damage proc's this talent. In fact the types of damage that CAN proc this are usually the things you need to avoid. Staying in them for a dps boost is not even close to ideal... this does not proc nearly often enough to justify the points for PvE.

OoC > Intensity > Dreamstate > Moonglow..
You've probably read this or seen this a million times but for some reason you still don't get it... OoC is worth ~120 MP5... nothing point for point can match it. If your really interested in scavenging points think of it this way... OoC = 2 Intensity... this way you can take OoC and have a free points to spend elsewhere... OoC is the
last
mana talent you move elsewhere and is so stupidly useful on fights like General that actually removing this point is just about the worst thing you CAN do to a spec.

I understand what you are trying to say but for the purpose of 95% of the readers here this is not their best option.

The only things that should really concern you about playing around with gear and talents should be; hitting the soft cap for haste, always staying close to the hit cap and as you get better geared to move points from mana based talents to DPS based talents.

If we read your intentions incorrectly others may as well and that will cause them issues in the future. Our direct responses to yours were in an effort to direct peeps to clear information as the why these choices are made.

How much Hit Rating do I need?
Hit cap for a Boomkin is 17% (~448 rating @ 26.3 rating per %).
Balance of Power
drops this by 4% to 13% (~342 rating) .
With the use of
iFF
or
Misery
it further drops by 3% to 10% (~263 rating).
If you have a
Draenei
in your group(must be in group not just in raid) it drops by 1% to 9% (~237)
Note: The Balance of Power currently reads as 6% bonus hit, this is a typo on Blizzards part and has been proven to still be only worth 4% hit rating.
