How much dps should i pull in full TOC gear?

You know, ToC is not the ONLY place you can get gear.
To answer your question, you don't have enough expertise or crit to do proper dps.

Not a lot.
The moment blizzard gives DPS warriors "free loot" it wil be badly itemised. It is almost becomming a rule.
The gear from ToC heroic is decent, but I personaly prefer a lot of rings f.ex.(last bos heroic Gun'Drak" to be of better quality then the rubbish that drops there.
The only good things I can find in that place are the weapons and boots but that's about it.
22% crit is somthing no warrior should ever have. Atm I'm running with 33% crit and that is LOW.
Full heroicgear should give you at least 3400AP, 33%crit and a nice ammount of hit+some expertise.
Use at least blue qualitygems(+16strength quality) and use some decent enchants, PvP gear=bad stuf.
Get decent trinkets /wave at Nexus and UP for easymode trinkets.
With other words, put some effort in your gear.

You've clearly focused too much on where something comes from and not what it does for you.
ToC gear is loaded with ArP - because other ilevel 219 and up gear is also overloaded with ArP. As you don't have any of this gear, you're left with 27% and no grim toll/runestone, which to put it simply is pretty pointless.
This itemisation towards ArP has also gimped you hard in other areas - expertise is horribly low, needs some working on and fast. Crit is also very low.
Unless you can obtain some of the ulduar 10 pieces to fill in the gaps, drop the ArP gear and replace with stuff which features crit + expertise.

Crit rating>>>agility.
The Uruka Band of Zeal is better than the Hemorraging Circle.
That being said, TOC should be used to supplement your gear, it shouldn't be used to completely gear out your warrior from the second you hit lvl 80
I was actualy talking about itemisation in general, not about precise pieces.
agility is only 1/3 worse then critrating so imo Hemo circle has decent stats.
The legs with their haste simply have awful itemisation imo.
But I can add to make it clear f.ex. I consider the t7 legs to be "better itemised" compared to t8.5.
