stickies are found on almost all forums on the interweb and are the topics that always remain at the top of the list of threads even if they're not the most recent ones to be posted to.
this is done to make sure that the most important information never leaves the front page giving new members easy access to those posts.
in the case of this particular board the stickies are used to present the most commonly needed information so that new members can find answers to the most asked questions without the need for new threads. people who skip those threads and make their own threads without having put in some effort on their own behalf are often greeted with derision.
i wrote a sticky which will give you a good starting point on most questions and i link to the other sticky threads for more specific or in-depth information.

PvE:
PvE builds are balanced and optimised to be best in raids but they are generally good for any level 80 PvE content (5man, heroic 5man, 10man and 25man).
With the latest expansion we are in an excellent position where several builds, spanning all three talent trees, are viable for every level of end-game content. The 'best' builds are:
53/0/17+1
- deep affliction
0/56/15
- deep demonology
0/13/58
- deep destruction (hit capped)
3/13/55
- deep destruction (not capped)
0/41/30
- dem/des hybrid

hehe, yes, a good start when trying to get help with a problem is to ask politely and succinctly using the best english you can muster. a request made with that kind of language is only ever likely to get a bad response on this forum.

Of course the stickies don't contain the answer to every possible question and query. If you've read through this thread and the stickies then it's time to ask the forum for more help. There are an awful lot of very experienced and intelligent players on this board that will happily help you with your problem.
to help us help you here are some tips for posting your question:
Be specific
- Vague questions will never get concise answers
Give as much supporting information as possible
- If you're asking about a build, then link it. If you're asking about your gear, link your armoury.
Use the best English you can
- Of course, English isn't the first language of everyone on the board but to be able to help you we need to understand you.
'Leet' and IM language will generally get a bad reaction.
Keep it short
- Walls of text will only receive the response "TL;DR". If you want to post a longer explanation always give a brief list of points first so that people can help you without reading your life story.
Do NOT make "rate my build" threads
- if you didn't see your build in the stickies it's not because nobody thought of it. It's because, for one reason or another, it's a poor build.
If you think that your build is great and can't see why no one uses it then post on the
talent builds
sticky and state why you made the choices you made. List all your choices that differ from the closest "cookie cutter" build to yours.
so, ramos9 committed two faux pas. not reading the stickies and using poor english.

sounds like you enjoy playing affliction so start with an aff build and see how it goes.
it's worth noting that, at this point most groups (even pugs) will get through heroics very quickly making affliction slightly sub-optimal for that level of content (it really shines in nice long boss fights). so i suggest trying affliction first and if you start to find it reliance on DoTs frustrating then switch to destro and give that a go.

I'm not going to explain how to play (or not play) the spec, 0/13/58 is currently the best dps you'll find, assuming you have the hit for it. If you don't then 3/13/55 is the spec for you.

let's not get too prescriptive. a spec testing higher in the ideal conditions of a simulation does not make it unarguably the best there is and it's very short sighted to try to reduce things down like that.
bad for the poster asking for advice and bad for warlocks in general.
