Mage- Some Mage-only area of Dalaran, instanced or otherwise cut off from the main city.This would work as long as it is sealed because then no one would be able to get in through a door and mages would have the only teleport there and no portal. Since warlocks couldn't get in in the first place then there'd be no summoning. Just have to make sure the RaF summoning didn't work on non-mages.
I really like the idea as a whole and may finally be possible now that they're introducing guild-specific stuff.

Rogue- Syndicate city of some sort.
Warrior- Hard to come up with one. I don't see Warriors as being too big on neutrality. They would feel more loyalty to faction than class. I would say they wouldn't get a capital, but that wouldn't really be fair, would it?
Warlock- No clue.
Rogue - Not a city... just a settelment.
Warrior - Some training grounds with a small keep or something.
Warlock - Something like the the basement of the tavern in Elwin Forest only on a larger scale in a city.

And I dont really like the all-in-one concept it offers, though it could be helpfull, especially with a bunch of class-specific dailies.
