You dont get much as far as attacks until your 50ish. You have judgements and your stuns, but thats about all you can rely on for a while. At 50 you get crusader's strike and 60 you get divine storm, 2 abilities that you will put into every battle. That is, if your going ret.

I am leveling a paladin.
The first 20 levels (as ret) i was just think "Cmon wtf... reroll!"
At lv 20, you get
Exorcism
,
Seal of Command
and
Consecration
!
My paladin just dinged 44 (dont gratz me) and now its even more fun with
Hammer of Wrath
!
Paladins is the most fun class to level!

When I leveled it was way more involved. You had to refresh seals every time you judged, and you were slightly more squishy considering each melee didn't heal you. Aside from that, Turn on auto-attack and afk.

Pssh, I leveled paladins in Vanilla, Burning Crusade And Wrath from 1.
Prot, Holy and Ret too mind you.
I think ret is best suited for questing, and that is the ideal way to level.
Although you could go prot/ret and do a bunch of AoE quests on the way ;)

Assuming you have no SP or Sheath of Light, SoR will only scale with AP. SoComm will scale with AP and weapon damage.
SoR then is 2.2% AP * Weapon Speed whereas
SoComm is 2.57% AP * Weapon Speed + 36% Weapon damage
JoR is then 20% AP whereas
JoComm is 8% AP + 19% Weapon damage
Meaning that SoR is less than SoComm under every circumstance (until you get significant spell power)
and your judgement will be a balancing of 12% AP for JoR versus 19% Weapon damage for JoComm.
Meaning given a weapon like
Corpsemaker
you'll need 174 AP to break even on judgements. That's roughly equal to your base AP.
I'd say use SoComm until Sheath and use SoR afterwards.

SoR Procs on every attack, SoComm procs every other attack at best (if glyphed). That's the real reason why I suggested it. But, the Damage from SoComm is significantly higher meaning that if you're lucky, you'll kill things faster (burst) rather than steadily.
