You're doing fine!
It's best not to think of it as a fixed rotation, rather a priority rotation. Lava Burst critting is your first priority, which requires Flame Shock (FS is the accepted acronym by the way) to be live on the target, so make sure that's up before casting Lava Burst. Fill in the rest with Lightning Bolt/Chain Lightning.
Your talents and glyphs are perfect, and while you haven't linked your armory (so I can't give advice on your gearing choices) you seem to have done your research, so I suspect you're doing just fine in that regard too. Kudos!

Gear wise im stacking hit till i get capped (at 15.75% w/ talents atm) then Spl Pwr then Int. Aromry isnt working atm that i posted this ill get a link up asap.
You're on the right track. One minor adjustment: Hit (until capped) > Spell Power >
Haste
>
Crit
> Int.
In fact, the first three are the only ones you need to gem for. SP for red sockets, SP + Stam for blue, Hit or Haste for yellow.
With less flexibility, enchanting might require you use some of the other stats, hence why I gave the longer priority list order. (What I mean is, for example, your shield will have the Intellect enchant, simply because there isn't much better, and Int is a
total
waste. Shoulders and helm will be SP + Crit, and so on.)

You should glyph Flame Shock so that you only need to refresh it as/when it drops. Lava Burst every time it's off cooldown. Otherwise LB.
You should only use CL to fill 'gaps' in your rotation that will make you delay LvB/FS casts. You should not use it just because it's there, because it will - as you've noticed - cause gaps in your rotation that you then have nothing to fill with.
Follow Windy's priorities - Int is for healers.

Remember that you only need 11% hit (10 if Draenei) from gear - pretty much. 3% from talents, 3% from shadow priests / moonkins. :)
... often alot easier to obtain with 25man raids, but yeah :)
