Ele Shaman: Part of my spells resisted - Does hit fix this?

Hello i decided to go Elemental now. I'm 80 and have always been enh so dont have much knowledge.
Well my problem is when doing HC, that when i hit mobs i can see that part of my damage is resisted.
Like say i do xxxx damge and it tells me that (200-500 is resisted)
How can i bypass that?
My buddy told me i need more +hit and another one told me i need +spell penetration.
But haven really seen the last stat on many players. So can anybody tell me?
And if it's +hit how come not much of the caster gear for badges offers +hit?

Spell Pene. helps when the mob has "above average" resists. Correct me if i'm wrong.

+hit only prevents complete misses.
Partial resists (what you're seeing) is a tricky thing.
From what I understand all mobs have a base level of spell resistance that is un-avoidable. There is nothing you can do to prevent it, not even spell penetration (see
this
as a start).

yup as has been said there is nothing you can do to prevent that partial resist, it just comes from the mob being higher level than you
the reason that none of the caster gear has +hit is because blizzard apparently decided not to itemize for ele shaman, the only caster mail that has +hit is the tier gear, other than that you need to find leather/cloth and amulets/rings/trinkets for +hit

They can be, yes. However, the amount of raid trash with those kind of resistances is virtually nil, and I cannot think of a single raid boss who does.

I suspect if you simmed spell penetration you would find on the whole that its just better to get gear that has hit, crit, and sp as gear modifiers. Its better to deal with the resists and rely on class specific debuffs when you raid to close the gap on resists and reduce them. Sadly, the changes proposed in Cataclysm will still leave the ele shaman spec severly hit deficient unless thier talent tree is revamped to provide some of that needed hit. The only mail wearing spec that gets drops tailored specifically to them is resto. And thats only because no other class actively competes for mail healing gear. Even enhance is getting shafted with massive amounts of arp on the lions share of the dropped mail because they share gear with hunters.
Well they're removing hit from gear completely, so we'll be achieving hit rating/hit cap some other way (unless they remove the need for hit entirely, but I don't think this is very likely).
If hit isn't taken through gear, I think that leaves talents or one of the other new systems their implementing, which should make achieving the cap equal for all classes.
