items, enchants, trinkets, etc
i would like to know this for my level 39 mage and druid that i will be making shortly

As far as I know, for characters under level 70, the Mithril Spurs, Carrot on a Stick, and Riding Skill glove enchant all still stack, which would be 9.26% increased speed. It sounds like you are making a level 39 twink, which means that you can't get Carrot on a Stick. So that's only a little over 6% speed increase if you use both Mithril Spurs and Glove Enchant.
Now, the question is whether it's worth wasting those enchanting slots on riding speed rather than some kind of damage increase.
Mithril Spurs: 4% increase (Rare-ish world drop BS recipe)
Carrot on a Stick: 3% increase (Min level 40 to get quest)
Riding Skill Glove Enchant: 2% increase (Rare-ish world drop enchant)
Riding Crop: 10% (requires level 69 or 70)

You could just be in a party with a paladin with Crusader Aura on.
But it still involves paladins, about whom the OP doesn't want to hear.

For a non-paladin/death knight level 80 character, the highest terminal velocity obtainable by mount, is 310%.
For a non-paladin/death knight level 70 character, the highest terminal velocity obtainable by mount is 320%.
For a paladin/death knight level 80 character, the highest terminal velocity obtainable by mount is 330%.

if you want to be technical the OP could be a hunter with
Pathfinder
and a 310% mount, they're not a DK or pally and it doesn't include carrying a pally in your backpack for crusader aura
