The Highborne that shows up to talk to the High Priestess of Darnassus looks just like the Shen'dralar guys and a normal Night Elf, doesn't look anything like a High/Blood Elf.

I think the the statement you quoted pertains much more to the mechanics of the pen-and-paper RPG system that the wiki entry is taken from.This is probably correct.
Besides, some of the lore in the RPG books was always a tad questionable anyway... this may be one of those cases.

Sylvannas looked like a night elf for almost 4 years even though she was supposed to be a highborne ranger general.
I think the very most that'll come for the night elfe mage characters is an option for different skins like you said. And that's still expecting more than what may be given.
She was a High Elf, not a highbourne.

The described physical traits is a bit off, as they describe the Highborne that left before the Sundering with Mr. Sunstrider - turning into the High Elves (and some; Blood Elves), creating the magical Sunwell to "feed" off. Note that the page describes their story all the way to that point, pretty much. Thus, it's pretty obvious that these physical traits refer to that.
The Night Elf mages we see are likely just... yeah, remaining Highborne from the Shen'dralar, who didn't do something quite as drastic.

The Highborne left after the Sundering, not before.
Personally I think the Night Elves that are Mages will need to be treated as outcasts and looked down upon in Kaldorei society or accepted only due to the drastic circumstances that have come due to the Cataclysm. That's the way I think Blizzard is going to introduce the concept.

If you read the Night Elf page on Wowwiki, which I am too lazy to link. You'd see some speculations on why they could be mages in
World of Warcraft : Cataclysm
. The guys at Wowwiki are speculating that the night elves mages that we will probably play may be a variant of the night elf, with diffrent markings, hair color, etc. instead of the traditional ones we get playing a druid, hunter, and so on.
My two cents.
