The rest of your post has nothing to do with this; it's simply a "let's bash the guy with low DPS." Don your asbestos undies, because you're going to get flack for that. You could have just asked your question without the introductory ass-hattery - in fact, you would've probably gotten more answers without it, since your actual question is pretty much swallowed-up due to the lack of punctuation and capitalization.
My suggestion would be ~3k DPS for Ulduar 25, and that would be low-end. But then again, that's just based on the one Ulduar 25 run that I've been in, and it only went through the first 5 bosses.

Yes, because obviously we wouldn't want someone like this labeled as being a confirmed prankster/jackass/idiot so that others are aware of the fact and know to avoid him. Why, if information like that was passed around by the general populace, all those players without the standard number of chromosomes may not have their shot at getting into decent groups and obtaining better gear without really working for it.
I am not an elitist by any standard. My main is on a pretty much nothing server and just barely makes it into the 90th percentile of the toons on the realm based on gear score. I don't claim to know every last detail of the complicated mathematical equations used to determine the actual damage done by any given spell, but I do take the time to insure that any statements I make (especially those made in public) have some basis in fact. The person sited by the OP obviously does not have that particular hangup.
On my realm there are so many people like the one sited by the OP that being a successful pugger is nearly impossible, unless you happen to have a friend on the inside of most guilds to vouch for you, because the general populace has been so badly burned by inviting someone to a group and getting stuck with someone like this person that they would rather call off a 25-man run when only 20 people show up because the task of finding 5 decently geared and intelligent players is daunting.
IMO, this game would be much less difficult if people like the one pointed out by the OP were outed to the community in general so that those LFM would know ahead of time to avoid them and perhaps give the chance to someone of greater intelligence, ability, sanity and/or dedication.
I know that many of you may think that this person was just being a smartass and joking around for the fun of it, but think about it for a moment. Anyone that would post something like this in trade channel, and then when questioned on its validity would argue the point and be insulting rather than just admit he was joking, would probably be the same sort of person that would charge into groups of mobs, bring them back to the rest of the group and then use some form of aggro-dropping talent to get a giggle from the ensuing chaos and repair bills. If this sort of thing has never happened to you, be thankful, and if it has happened to you, think for a moment how nice it would have been if you knew that player to be that careless
before
you got them in your group.

I don't know a single person who would take a 1.2k dps to Ulduar or TOC on my realm. My lock does about 3.5k, and it's still tough to find people willing to take me, due to low dps.

All of what you say is perfectly fine.
But
you're assuming that the OP is telling the absolute truth. I've run with folks who I thought were complete jack-asses who couldn't play their class if they were given an instruction manual and god-mode - but who others thought were absolutely great.
I could start a website called "WowLosers.com", and invite people to post the gankers, shankers, raid-wipers, and idiots' character names on it. Guess what would likely happen? A huge number of names would show up on the list -
how could you tell if they've been put up there because they're actually bad players
?
There's no evidence here that the OP's parable has any truth to it. You're saying you're really willing to take his opinion at face-value? What if it turns out that the OP happened to lose a roll for a piece of gear he really wanted, and decided to start a smear campaign against the person named in his post? There's no evidence provided.
What if
you
ticked someone off on your server and found that they were bad-mouthing you by name? I could just as easily make a post about how was in an Ulduar run as master looter, and ninja-looted a BiS drop to his best friend rather than the person who actually won the roll (or outbid on DKP, or whatever). By your argument, everyone should take my statement at face value and assume you're a bad player and a loot ninja.
That's
why it's in bad taste to name names. What you're suggesting - a sort of registry of bad WoW players - would work great, in a perfect world. But our world is far from perfect.
By all means, take the opinion of people that you know and trust to decide who you want to bring on a run and who you don't. But don't take the blind opinion of someone randomly tossing names up on a forum as a "bad player" without providing any evidence; that's just silly.
