Also realize that it doesn't get any buffs from your talents. The only thing improving its damage is your gear's spellpower. It won't crit, it won't proc any other bonuses, it won't hit as hard as your other spells, no other spells will benefit from its application to your target, etc. etc.

Well, if we want to get technical, Corruption does benefit from
Empowered Corruption
which is a talent and can proc
Nightfall
, which is another talent.
However, for Destruction, you won't generally put any more than three points into the Affliction Tree- they all would go into Suppression. I sometimes will cast Corruption on bosses that require me to move a lot or bounce you around the room making any spell that has a cast time useless, such as
Grand Magus Telestra
in The Nexus. Otherwise, I will not cast it, seeing as Corruption is not necessarily optimal for a Destruction rotation when you are able to remain stationary.

Oh, I also forgot about
Pandemic
, which will allow Corruption to critically hit. :)

Right. I assumed we were only discussing the implication of Corruption in regards to Deep Destro 3/13/55 and 0/13/58 so I neglected to mention those talents.

Many people state that when the boss is below 15-20% though, they just drop a curse all together (unless moving) to just straight out incinerate as much as possible.Yeah. That's how I look at it. If the boss is around 15%, CoD is just going to be a waste of a GCD. CoE would be an okay choice if maybe you lost a DPS or you are cutting it close with an enrage timer, but when you're that close to downing the boss, I think its just better to save the GCDs for your main nukes

when discussing the inclusion of spell in a rotation (or, in most of these cases, a priority order) the important point is how each spell's damage per time spent casting (often referred to as DPET/DPCT - damage per execute/cast time) compares to that spec's filler spell. in the case of destruction the filler spell is incinerate, it's the spell that you spam cast when all of your plates are spinning, so that's the bench mark.
with a little experimentation with simcraft or by perusing log files after a raid it's easy to see that corruption is clearly (though not massively) behind incinerate in its DPET.
