First glance, 0ArP makes for bad juju to switch to MM .. I've played around with some talent changes and glyphs and havent found anything to increase your dps, most of it is slight losses at best.

WoWarmory is busted in regards to ArP and it doesn't show any.
He certainly doesn't have a whole lot though, so yeah, I'd say SV is the way to be until you can get some more.
As for buffing Serpent Sting... I don't know the exact numbers, but as SV, it typically gives me 5-8% of my total damage in a fight. Making that able to crit is fantastic.
I would say that increasing the damage it does by 10% isn't nearly as good, but your only real alternative is to sacrifice that for two more pieces of T9, which also wouldn't give you a very good power.
My pet already does so little DPS for me, I'd rather buff myself given any opportunity. Especially with the amount of fights in which it's prone to death in Ulduar.

For your current setup it looks good for you to knock 3 points into Imp. Stings; as long as your guild doesn't need you for Replenishment you're good to go; I did some quick math with it just to give you an idea of what you're getting:
6k AP raid buffed, using r12 Serpent Sting, no glyphs or anything :)
A) Total damage with 0/3 Imp. Stings and 2 piece t8: 2651, or 530 per tick.
B) Total damage with 3/3 Imp. Stings and 2 piece t8: 3466, or 689 per tick.
So roughly 120 extra damage per tick with 3/3 Imp. Stings. I'll write more when I get home on crit bonuses, but assuming you've got 40% crit and SrS crits for 1.8x damage (Assuming 5/5 Mortal Shots and that it applies to SrS), the numbers will look like:
A) 3498 damage (40% crit is roughly equal to two ticks critting out of 5), or an average of 699 per tick.
B) 4547 damage, or an average of 909.2 per tick!
Granted this is basically napkin math, it seems that the 2 piece t8 exponentially increases the damage potential of SrS, and considering that many of us (particularly as SV) can close in on 60% crit in a raid this should help our DPS quite nicely!

The 2pc T9 bonus is pretty awesome. It's giving me something like 210-220 DPS in my normal MM spec in the spreadsheet. Here is my Serpent Sting damage using my current Saronite Mesh Leggaurds + Gloves of the Dark Exile, and then with the 2pc T9.
Serpent Sting 306.50 4.66%
Serpent Sting 525.37 7.69%
I used the regular T9 to minimize the impact of the gear upgrade itself. I think alone the legs were about a 56 DPS increase and the gloves actually lost me 7 DPS. Total DPS increase swapping at the two pieces was 266.

I don't get good spreadsheets results using the 4pc T8.5, especially with my SV spec. I tried the same 4 pieces that you are using (chest, head, hands, legs), and actually lost some DPS switching in the hands and legs for what im currently using.
It only had 16.77% uptime when i ran it for an average boost of right about 100 AP. And that comes at the cost of swapping out some superior items for the T 8.5 pieces which aren't itemized nearly as well (both have haste and low agility).
Even just using regular T9 hands + legs, I'm seeing a very big DPS increase to my SV spec.. like 220. And MM is getting even more.

At a bare minimum (assuming the ilvl 232 t9) and also going off of izuul's number of ~100 passive AP from the proc I'd say 2 piece t9 in stats alone outweighs that due to better itemization and whatnot, and that's not even mentioning the 2 set bonus which is basically the clincher for the deal right there.
