To put all this a bit into perspective:
Most of your damage will come from yellow attacks. This damage isn't really limited by hit or exp rating but only by your energy regeneration. Even when missing a lot of attacks you will use your energy faster then it regenerates so in the end you will not lose a single point of yellow damage. That is why agil/arpen are mathematically superior to hit/exp for Druid dps.
But
you have a rotation to maintain. Missing an attack may not directly reduce your damage but it will most probably mess with your rotation. That is why hit/exp are still important because they make it a lot easier to keep all the over-time effects going.
Bottom line: Get enough hit/exp so that
you
can keep up your rotation. Some can do it will with almost no hit, some really want to have 100% hit. It's personal preference and also depends on the speed of your connection to the server. Hit/exp makes your rotation easier, agil/arpen gives you more raw damage. You just have to find the balance between the two on your own.

and most of this stat is like a annoying little gremlins on every leather agli/ap gear today anyway
so no need to worry! it reach for it self or with little help of gems or enchants if you freak out and not have it <3

I got some uldar10 man gear mix of naxx25 naxx10 and some heorsim badge gear along with 2 t7.5 fearl gear and I am already over the hit cap without geming for it. Same with my expertise I am over the soft cap already.
Reaching the hit raiting cap is so easy there isn't much issue. I usually raid as resto so most of the items I got for my feral set is by OS roll.
same that what i did try to tell but some bears/cats just love to growl or pur to each other
