I used Follower Retraining Certificate on her because her trait was pretty useless. Along with the trait changing, her ability also changed to Leap of Faith. I saw that isn't listed here so I thought I'd share.

Powering the Defenses begins the quest chain that leads to Destination: Unknown, which gives you Tuulani as a follower.

Soulbinder Tuulani has the fixed ability Prayer of Healing, even though she is a Shadow Priest.
Seems that either her specialization or the fixed ability is a mistake.
According to the follower guide: Warlords of Draenor Follower Guide#abilities-priest a Shadow Priest isn't able to learn Prayer of Healing neither does it make sense for a Shadow Priest to have a healing (fixed) ability.

Simple explanation to obtain follower: Soulbinder Tuulani (complete all quests in each area, each area will send you to the next one but coords there if needed):

Breadcrumb starts in Exarch's Refuge, Talador. 54,68
Continues to Sunsworn Camp. 61, 73
Continues to Telmor. 48, 90
Continues to Retribution Point. 42, 77
Continues to Ango'rosh Ruins. 42, 81
Continues to Gul'rok. 35, 73

Run up ramp at Gul'rok, go through the portal, continue through and you'll see Soulbinder Tuulani outside of the Auchindown instance where she will become your follower. Took me at 100 about 20 minutes to do it all.
Abilities that counter group damage are rarer, so definitely worth your while to pick this follower up.

I have tried for the life of me to get this follower. Unfortunately, every where I can actually find her in game, she has no quests to offer me. I got Powering the Defenses, but then nothing after that.

I've used Icy Veins to try to find the quests I haven't completed, and yet still I can't get this follower.

She just sits outside the camp south of the tomb of lights and makes me cry

Edited for clarification.

Soulbinder can be rewarded despite your outpost choice, as can PleasureBot and Defender Illona.

To receive Soulbinder Tuulani there are set quests you must do, and not many. Start at the quests needed for your follower (Miall or the Mage). Once you have done only the quests they send you on ("gas guzzlers" to "going to gordunni" for Miall) you will receive your blue outpost guide for a free blueprint and your follower.

At that point run north of Wrynn FP. There is a camp there, marked by a ! on your map. Exarch and a few others are there at Redemption point. Do their mini hub, get sent to the next hub, Burning front. After Burning front has been completed Exarch should leave to Retribution Point.

After a few more quests from a mixture of Tuulani, Nyami, and Exarch, you should receive "Into the Heart of Madness". At that point, run to her, get into the portal, kill the thing, get out and get your follower.

There are multiple side quests all mixed in these that are optional. You dont have to pick them up to get the follower. Also, if you finished the quests in SMV to receive your followers you now will have access to a new follower. For 5k gold you can get to Ashran and buy Maluuf, heals group damage, already 100 and comes rare.

You should be revered with just the basic quests, but if you want to grind out to exalted, finish every single quest. Personally I dont know how close it will get you, as I havent started that particular grind yet. But just the bare minimum puts you a bar or 2 into revered.

I had a similar problem. I did some investigating on different characters and this is what I came up:

There are 5 quests immediately available in the area, and 2 more when you head down into the Tomb of Lights. Somehow I hadn't picked up 'Nightmare in the Tomb', but also wasn't able to pick it up from the NPC 'Yuuri' as you are supposed to be able to. I found that if I went down into the Tomb and killed Tagar Spinebreaker, Yuuri showed up and wanted to give me the quest after all.

Try this code to see if you're missing one of these quests like I was: put them all into the Paste addon or run them one by one. Will give you a result back if you haven't completed one of them.

Ah, so here we go, I found a nice set over on this page,.

Complete the quest series from Lady Liadrin:
Scheduled Pickup
Restalaan, Captain of the Guard
The Final Piece
Changing the Tide
Then you will be able to get the 2 quests Ogre Diplomacy and Desperate Measures to get to the other part.

From Exarch Maladaar you need to get the quest Into the Heart of Madness that lead you to her.

The quest say alliance side only but its both side quest since i am horde and can complete it too.

When you reach Soulbinder Nyami, she will give you the quest Destination: Unknown.

Finish it to get Together We Are Strong and you'll have your follower.

In addition to being adorable, Soulbinder Tuulani (and Admiral Taylor) both seem to have excessively high stats within my Garrison. These are the only followers I noticed this one.

Currently, Tuulani sits at 2905k health, and Taylor at ~1415k. This seems to translate into abilities since her 11k+ dps Mind Flay is killing the random Goren/Podlings from nodes before I can barely finish a 2nd spellcast. I've neglected to do the obvious and sic her on the dps target dummy, and she has many hours left on her current mission.

So, as a tip for Invasions, you may wish to ask Tuulani to "come on patrol" with you, since your accompanying follower will assist in combat within your garrison. She also does things like cast Power Infusion on you. I used Taylor before, but his melee range left him running around like a blind fool half the time, and he was not really productive.

She is only one of two followers for the Horde that comes with a preset Group Counter threat that can be obtained via questing. The other is Leorajh but he may not be as ideal for leveling up for missions as his Bodyguard trait is useless for mission success chance.

While having a Draenei in a Horde Garrison provides some novelty value, she will have poor synergy with Racial Preferences traits that Horde followers have, as they cannot have Ally of Argus and the only other Draenei follower the Horde can get is Ahm.

It seems that you must do the Talador complete questline to unlock her. Most quests that people are linking here may already be linked to the questline, dunno. So if you wan't her, you may want to track that achiev, way faster. Also, you may note that on the zone map will appear some quest exclamation marks, those are tied to the quest line, if you don't see one when you're close to it, you may need to backtrack to early ones (had two: one at southeast, which I didn't find untill I did the one at Durotan's Graps, which ends whem Blackhand flees).

Soulbinder Tuulani is wearing the heroic tier 13 priest set from Dragon Soul, Vestments of Dying Light.

I haven't been able to find her mace when searching, but it seems to be a recolor of the Sunsoul Scepter, which is available for holy paladins boosted to 90, or any paladin with a Salvage Yard. And not to the rest of us. :'-(

I was eventually able to get Tuulani by killing the NPC in the tomb and then Yuri did in fact offer me the quest.

It seems the phasing in this zone causes a lot of issues if you do not sit down and complete all the quests in succession. I had a friend trying to get Tuulani and we compared all of her quests with Icy Veins quest tracker and where she dead ended, the quest giver simply didn't have that quest.

The best advice I can give people is; once you begin questing in Talador, don't leave the zone until you have the achievement. The extra few minutes doing what might be "less than optimal" questing is far worth the hassle of trying to come back later to pick up where you left off.

Ok so for Alliance what you're essentially looking to do to get this started is get Vindicator Icia to spawn at Fort Wrynn. To do this you need to complete the Gordal Fortress quest line ending with Joining the Ranks or Armor Up for Magister Serena / Magister Krelas or Miall / Morketh Bladehowl respectively. Once you have done that Vindicator Icia will spawn outside the inn at Fort Wrynn.
Speaker for the Dead, the quest she gives, is not available until you are 95, it will be greyed out until then. This starts the "In the Shadows of Auchindoun" chapter which will send you to Exarch Refuge. You will have to complete all quests here, as well as at Light's Rest, Telmor and Retribution Point hubs all the way to Destination: Unknown. Once that is complete she will be able to collect her from outside Auchindoun.

I can't confirm whether it is required but comments on Speaker for the Dead suggest you may also need to complete some prerequisite quests in Gorgrond for Vindicator Icia to show up at Fort Wrynn but aren't clear on which. The only quests I completed in Gorgrond were to the points where I got Glirin / Penny Clobberbottom and Rangari Kaalya / Kaz the Shrieker, so the outpost quest line, and she showed for me.

Be careful to avoid using a Follower Retraining Certificate on her if you want to keep Prayer of Healing and you dislike the other ability or traits that she gains as she levels. The game has her listed as a Shadow Priest, and that isn't on the list of counters that are randomly generated for that specialization. I have not had any success trying to recover it with the Follower Ability Retraining Manuals.

This is the macro I always use whenever I start questing in Talador(Horde), it pinpoints the locations to obtain the garrison followers in the zone on the map so I can grab them on the way. :)

For me, Soulbinder Tuulani has 4139K health and Recount says she is sustaining 34K DPS on the Dungeoneer's Training Dummy in my garrison.

This doesn't mesh with what some others have reported with her at ilevel 675, so perhaps she's scaling with my gear? I am currently ilevel 679.

I tested some other followers using the Alliance level 3 garrison Dungeoneer's Training Dummy and the Recount add-on for measuring DPS.

All my followers are ilevel 675 and, except where noted, have 165K health. :

Soulbinder Tuulani: 4139K health and 34K DPS.
Bruma Swiftstone: 34K DPS.
Garona Halforcen: 496K health and 26K DPS.
Defender Illona (not as bodyguard): 20K DPS.
Pit Fighter Vaandaam: 20K DPS.
Abu'Gar: 20K DPS.
Admiral Taylor: 19K DPS.
Rulkan: 19K DPS.
Goldmane the Skinner: 18K DPS.
Fiona: 16K DPS.
Rykki Lyndgarf: 14K DPS.
Magister Serena: 14K DPS.
Qiana Moonshadow: 13K DPS.
Talonpriest Ishaal (not as bodyguard): 9K DPS
Defender Illona (as bodyguard, personal wingman): 166K health, 3800 DPS.
Talonpriest Ishaal (as bodyguard): 2K DPS (shadowfiend does about 3500 DPS when it's out)

Bruma Swiftstone was the big surprise of the bunch, but Soulbinder Tuulani is probably the better choice for garrison invasions because of her health, assuming Bruma doesn't pull away significantly where multiple targets are involved.
