Wanderers, Dreamers, and You - Attend the opening or closing ceremonies of the Wanderer's Festival

It looks as if the event only lasts a single day this year, according to the in-game calendar.
It's unclear if there will be more then one opportunity to attend the ceremonies this year or what other activities will be accompanying this year's event.

The normal event for the achievement still happens every Sunday night (between Sunday and Monday) for those who wants Wanderers, Dreamers, and You or the battle pet Wanderer's Festival Hatchling.

Just talk to Wandering Herald and he will tell you how long until it starts.

Is there anything more to this than just being there at the right times (opening and closing ceremonies), and maybe capturing the battle pet turtle?

Left my Piglette on the beach amongst the grumpy Tortollans all afternoon. Threw a few lanterns in, spoke to everyone who could be spoken to. Logged back in on the hour, every hour - no Festival. No Herald. No-one knew what was going on. Midnight came and went. The event left the calendar but the star was still up and the lack-lustre crowd was still present. I guess that is 6 hours of pet battling I will never get back. (I sighed dramatically here, you may have heard it. Not a ghost, just a sad mage). Hope you all had better luck.

I can confirm that this achievement is still obtainable. I got it at 12:01 EST on Monday morning 23 Dec 19. I was also able to get the pet Wanderer's Festival Hatchling.

For EU realms it is @9.00pm Server Time
This should make life easier for some.
Not much to do just stand there get the achievement , capture the pet and you are done!

Clicking on the Wanderer's Festival Announcement sign tells you to talk to a Wandering Herald for event times, but the NPC is missing... I put in a ticket and the current average response time is 10 days & 20 hours.

I will update if I find out the times for this year

UPDATE:

I got a response to my ticket and to sum it up they responded that while they strive to keep everything working, sometimes when new content is added, it messes with older content. The issue was forwarded and we can only hope for the best that it will be fixed for Tuesday, December 7, 2021

This event happens on Sunday EVERY WEEK (not just at marked calendar times) and begins at 9 PM and 11 PM server time. It only lasts 20 minutes, so if you don't arrive in that window you will miss it. The co-ordinates are approximately 75:27 (Turtle Beach), and if you really want the best experience, use the Inky Black Potion and turn up your music. This is legit one of my favourite events in the entire game.

I can happily tell people that the achievement IS active every sunday to get!
I know there where several ppl that thought the achievement was bound to the minievent (latest on the 7 dec /way 72.3 31.2 ) and you wasn't able to get it any other day.
The only thing that's different from the minievent from the actual event each sunday, is that you can buy stuff from a Tortollan - with rep ofc - wile the minievent is active in the calendar. Otherwise is just the same, with battlepets, fireworks and song.

"All are welcome to the Wanderer's Festival, a salute to the dreamers among us!
Join us here on Turtle Beach Sunday nights just after sunset.
For more information, look for Wandering Herald the day of the event. "

Wandering Herald will tell you when its starting to become active wile visiting the shore on a sunday.
- When its less then 3 hours, he will say
"The festival will begin under three hours from now.
Check Back at the top of the hour!"
And the festival will be active three hours at that point and at a xx.00 hour.

Wandering Herald will tell you AGAIN after the festival ended.
"The festival will begin under two hours from now.
Check Back at the top of the hour!" from that first event at (9pm server time) ,
- Meaning it starts again at 11.00 pm for those who missed the first opening/closing.

Hope this will help someone who still miss this old achievement!
I on the other hand just tested this out on a alt again since I got it back in pandaria. Cheers!

Tried to get this tonight and, at 9pm server on US-Bleeding Hollow 6/12/2022 there was nothing and at 11pm server there was yet again, nothing.

So at 9:01pm the herald changed to the "three hours" quote, at 10:01pm "Two hours" and at 11:01pm he said "Within the next hour" so it is pretty much looking like it is back to a midnight deal right now.

Perhaps this is another unintended consequence of "Daylight Savings Time" but there still was nothing about any 9pm event so I would just bank on 11pm or midnight being the times you are aiming for

I am making this guide because I wasted many hours on trying to get the Achievement titled Wanderers, Dreamers, and You (though time was well spent farming a rare of each breed of the Wanderer’s Festival Hatchling). In these old comments there are vague times and dates. Happy Hunting!

I am on the NA server Mal’Ganis which is CST so times are on my time. I showed up about 9pm CST on November 7, 2022 looking for the achievement and pet. I missed it thinking the closing ceremony was midnight. Here is what you should do:

ANY Sunday you can get the achievement and pet. You do NOT have to wait for the Wanderer’s Festival. Show up to Turtle Beach in Krasarang Wilds @ about 71, 30 (look for a giant statue).

Show up at 10:50pm CST Sunday night, this gives you about 9 min before it begins. Wandering Harald should already be there in front of the statue holding an umbrella. Talk to him and he will tell you when the festival begins. I came on January 1, 2023 at that time and the opening ceremony began at 10:59 pm CST. I got the achiev at 11:03pm CST. You have aprox 20 min to make it to the closing ceremony and still get the achiev if you missed the opening ceremony. My spouse’s character arrived there at 11:11pm CST and at 11:23pm CST the achiev popped up.

The Wanderer’s Festival Hatchling is also there every Sunday. Good Luck and I hope this clears up all the misunderstood times.

Arrived at the beach at about 12:02 AM (EST) this sunday to lanterns and NPCs but NO pets. Stayed for about 20 minutes, the NPCS and lanterns despawned shortly with no turtles ever spawning. No achieve either. Didn't stick around for the 2am one. Other players were there as well, about 5. Don't know if it was a bug but it sure bugged me.

Just did this last night. We showed up a little before midnight EST (8/20/23). Ceremony started at right about 12:00 am. Got the achievement a few minutes after it started, did a pet battle got the Wanderer's Festival Hatching

You have TWO opportunities to complete this achievement, each week, on Sunday or MOnday if you're in Australia.

The first opportunity begins at 9PM Pacific time/12PM Eastern time; on a North American server, this is 11PM server time.
The first opportunity ENDS at approximately 9:23/12:23/11:23 respectively.

The second opportunity begins at 11/2/1 respectively, and ends at 11:23/2:23/1:23

As of September 4th 2023 The Wanderers Festival occurs in Australia (AEST) Australian Eastern Standard Time on Monday's at 2.00 PM to 2.23 pm and again on Monday's at 4.00 pm to 4.23 PM.

The 'event' lasts a total of 46 minutes. This is irrelevant to the achievement. You must be there at either 9, 9:23, 11, or 11:23 to get the achievement. (Approximate times, best to give yourself a few minutes leeway.) Again, those times are PACIFIC or Australia (AEST) Australian Eastern Standard Time on Monday's at 2.00 PM to 2.23 pm and again on Monday's at 4.00 pm to 4.23 PM.
