Drops from Flumblub Gearwind around the Fizzcrank Airstrip in the Borean Tundra. I was fighting a mob for a quest when Flumblub Gearwind (A Level 70 Elite) came along and started to fight me, I killed him, and immediately received the achievement 'Northern Exposure', as he was one of the 'extremely rare and hard to find Northrend Creatures'. Also dropped a bag containing some gold, and various materials.

There appears to be a typo in this... The person that drops it is Fumblub, not Flumblub.

I got the "of the Bandit" version of this today and the stats are different on my item.

Fumblumb attacked me today as I was doing random quests in the area. My stats are different as well. I recieve ... of the Invoker with : 453 armor, 53 int, 63 SP, and 53 crit. They must have changed the stats on this item.

As a side note, he is not elite, simply rare. That or the easiest lvl 71 elite to take down along with 5 other mobs as a 70 DK.

For a Rogue (the 'Bandit' version) you will be hard pressed to find a better chest available at 70 until 77 when Dark Arctic Chestpiece is wearable, even then...I plan to keep mine until i start farming Emblems of Triumph at 80.
There are frequently a couple of these in the AH and for the price vs. the effort of getting BC epics it makes good sense.
