These boots are contained in the Outcast's Cache - a reward for doing the quest The Outcast's Plight and thereafter the repeatable quest More Feathers.

Three types of enchantments are available for the boots and are completely random.

You should try to turn in as many feathers as possible before hitting honored with Lower City - everytime you receive the Outcast's Cache there's a chance that you will get a rare (there are four different) which are NOT bound on pickup. Hello auction house!

Good luck with the feather hunting; rep + chance of rare item certainly isn't a bad deal!

I have turned in this quest 7 times now, and still no rare - much less these boots. :(

I was really wanting these boots for a transmog set for my alt, to go with her Frostweave Tunic. But I think now I am going to try and find something else.

I've been searching for them for several months and I've yet to see them in game. Though if you are looking for something to tide you over until you find them, the Black Mageweave Boots don't look to bad with the rest of that set. Also Energized Wristwraps, is a much easier to get pair of matching bracers for that set I have them on my mage.

For those of you just going for the transmog set, you'll notice this will take a while to get (case in point: it took me 1500 feathers over two characters. Not 1470, 1500.) ..however, there's a chance you secretly have ZILLIONS of alternatives!

If (and only if) you're a Worgen, Draenei, Tauren, and possibly a Pandaren (just anything that doesn't have normal feet) you'll notice the bottoms of shoes are missing for you and, for booties, the entire shoe. I noticed this with my new light-woven slippers which are from around that same level and easy to get. The trousers have the legwraps built in, you'll only be missing the gold frills on your shins!

I got them in the Outcast's Cache from the Outcast's Plight quest in Shattarath City; came along with a superior healing potion and scroll of strength VI. Also, they had the "of the Nightmare" enchantment fwiw.

There is a bugged itemlink floating around with the suffix "Of the Vision"

Obviously, this is a rediculous amount of stats, so don't get fooled by it. (I will provide a screenshot if you don't believe me)

when I turn in the arakkoa feathers, to get Lower City rep i got the pouch reward, and I got that blue item, a potion and a agility scroll
I turned in 10 times, i got 1 blue and the other pouches were greens with potions and different scrolls, ill use them for my warlock

The stats for me:

+16 intellect
+13 stamina
+34 spell damage

These neat slippers dropped from a bag I got from Vekax. I was level 63 at the time and I am still a mage so I was quite happy with 'em.

I just got the Talonite's Boots of the Shadow and I wanted the cloth ones! The drop rate percent is 3%. Good luck to anyone trying to get them! P.S. Talonite's Boots of the Shadow will go for 40 gold probably on my server (Antonidas).

These sell for a decent amount on the AH and I think its because they're blues. Honestly if you use a 2 piece combo the netherweave bracers, belt, or boots you end up with overall more spellpower than these boots paired with anything else. Ideally you'd want the Mindfire Waistguard with the netherweave boots & bracers for the most spellpower. The lack of int with the bracers & boots is nullified by the extra 23 spellpower gained from the 2p netherweave set over these. Exact same amount of spellpower on each of the boots but a gain of 5 stam on the Nightmare, 17 stam from the Vision, and 30 stam from the Mind pieces. That's just my opinion though.
