It seems that for this achievement, you need:

9x Battered Imbu-made Net
9x Draconium Nugget
9x Salinated Serevite
9x Irontree Branch
9x Strong Seavine

3x Khaz'gorite-Infused Resin
2x Khaz'gorite Wire

The greens drop from Prismatic Leaper Pools, Ice Pools, and Lava Pools. All greens drop from all pools. The droprate is noticeably higher in Deep Ice Pools and Overheated Lava Pools.

Khaz'gorite-Infused Resin drops from rares spawned by Ominous Conch, not the normal/massive lunkers.
Khaz'gorite Wire drops from the nets at fishing holes. Some have reported getting these from lunkers, but I couldn't confirm.

For prep, I got a Khaz'gorite Fisherfriend w/ Enchant Tool - Draconic Perception and put in Crafting Orders for Crystalline Phial of Perception.

Perception is everything with these materials, as they seem to count as 'rare drops.' This also applies to coins for Swog Bags.

For the greens, I simply grinded Ice Pools, making sure to keep the spot stocked just enough to be 'Rich.' I opened every Ice Crack as they spawned until one was Deep. If there were none, I fished the normal pools.

For the rares, I kept up on my nets and sat in lunker farm groups until I had everything. I was able to just afk in various lunker groups until a rare spawned, tagged, looted, and went afk again.

I did this grind fishing achieve in day of 31st December of 2022 (Patch 10.0.2). So there is my experience which are similar to Hamen. You have to be renown 15 with Iskaara Tuskarr and complete quest given by Tavio to find 3x Sea-Polished Basalt to create Polished Basalt Bracelet. You should see the lava pools on yours minimap.

I did that only through Overheated Magma Thresher Pool - It seems that it got higher chance for proc as rare pool from Magma Thresher Pool, then from Deep Ice Fishing Hole or Prismatic Leaper School.

There is average of 1 item per this rare pool, but i had some series without rare drop, so it depends on luck. There is ez strategy near Obsidian Citadel (imgur), there are 4 points of pools but in one time there can be only 2 active. So you do 4 of them, then you wait for respawn and you continue. I recommend to turn-on Warmode because in Warmode off there was always plenty of people farming - Magma Thresher for cooking recipes. The basic is to have as most as possible casts to rare pool (3-6 casts per pool).

It took around 2500 cast to get 9 pieces of every of:

Battered Imbu-made Net - Lower droprate but still better then Irontree
Draconium Nugget - Lower droprate but still better then Irontree
Salinated Serevite - IMHO high droprate
Irontree Branch - The worst, but i did 4 drops at last day in fewer then 10 pools, so may be the luck with you!
Strong Seavine - IMHO high droprate

If you get more then 9, then you can turn them to Tavio, first turn-in giving 250 reputation with Iskaara Tuskarr, the others then giving 25 reputation. These quests have weekly reset!

There is also need 2 rare items, but this is not problem to obtain (atleast for my run):

Khaz'gorite-Infused Resin - Drops from Lunker, every day i join the group to kill 3 different rares in Walking Shores (Rares: Seereel, the Spring, Moth'go Deeploom and Swog'ranka which are summoned by Ominous Conch
Khaz'gorite Wire - Just do fishing nets in Tuskarr area - one is near Ruby Life Pools, the others are in southeast of Ohn'ahran Plains, the center of The Azure Span or below Tyrhold in Thaldraszus. Ruby is probably pernaments, meanwhile from 3 others there can be only 1 active in time. There is Weekly rotation for these locations.

When you are finish every item which need Wire or Resin, then you open another weekly quests for these items!

Perception is telling us:

Increases your ability to spot rare reagents while fishing.

For the fishing I was using just:
Draconium Fisherfriend quality 5

I tried 10 stacks of Crystalline Phial of Perception but as it costs Artisan's Mettle I do not recommend using that. For the whole time of 10 stacks (so basically 300 minutes) i get only 2 proc, which gave me Copper Coin of the Isles. So I am not sure if at this point of game perception got some impact. But is up to you.

whats the point for these upgrades apart from the achievement? By the time you have all these materials, you should have already caught all the lunkers.

This fishing gear portion of this achievement took 8 hours, using 16 Crystalline Phial of Perception, Nat's Hat, Boots of the Bay, Scalebelly Mackerel, and Khaz'gorite Fisherfriend with Enchant Tool - Draconic Perception.

Results

General Information
Assuming no outside influences, there is 4 Magma Thresher Pool up per shard, with 2 visible and 2 hidden, in 4 fixed locations. Once you fish a visible pool, a hidden pool will appear (noting a cooldown for each fixed location of 5+ mins). Each Magma Thresher Pool has a chance to spawn as an Overheated Magma Thresher Pool. The Overheated Magma Thresher Pool has a high chance for the fishing gear and you want to target these. You can expect on average 1-2 items of fishing gear per Overheated Magma Thresher Pool.

Strategy
Fish 2 Magma Thresher Pools on a shard. If the final 2 pools are not Overheated, consider use of the Group Finder>Questing section to join a group listed in The Waking Shores. To not grief it is best to join a larger raid group with auto-accept on for popular quests such as Keys of Loyalty or Surge Breaker. Fish 2 Magma Thresher Pools on this shard. If the final 2 pools are not Overheated, leave the group and the hidden Magma Thresher Pools should have respawned on your original shard. You can effectively swap between two shards and be fairly busy, expecting 1 overheated pool per shard on average. If you are quick, you may consider 3 shards.

2 pool locations have a Charred Hornspike patrol. Just kill them immediately to avoid any frustrations while fishing.

The best way to fish for greens are prismatic leaper schools in Ohnarian Plains - you can go between each without stopping as they respawn really fast.
With Khazgorite Fisherfriend enchanted with perception + max rank perception flask, I got all greens needed +some extra within 550 casts, plus a numerous coins for the Swog, including a straight gold coin fished up much to my surprise.
I swear that fishing in rare thresher pools or ice cracks is just inefficient.

As already said, farming Prismatic Leaper Schools is the most effective way to get this achievement done. There are 5 spawn points in Ohn'ahran Plains (here) and the pools will respawn before you would finish the round. So you don't have to hunt for Overheated Magma Pools or Deep Ice Holes, both of these have lower drop rate, at least for me.

I have used fishing buffs suggested here + few others that are cheap to get or you might have them already without even knowing:
- Khaz'gorite Fisherfriend max quality + Enchant Tool - Draconic Perception
- Crystalline Phial of Perception q3
- Nat's Drinking Hat, or any other hat that gives you fishing buff + applies lure to your fishing pole (if you don't have any, simply use some kind of lure)
- Scalebelly Mackerel + Captain Rumsey's Lager, both very cheap to buy so you can use them all the time
- Boots of the Bay (I don't personally have them, but definitely so good)
- Enchant Gloves - Angler - work with low level gloves
- Sharpened Tuskarr Spear, I recommend to use this if you happen to find 2 pools at the same spot, most likely at 58,31. + The spear will stay there for the whole duration so you can benefit from the buff multiple times
- Kalu'ak Figurine q1 is enough - only difference is in duration, use q2 when you find double spawn
- Trawler Totem, wait for double or simply use it on cd

The drop rate on Deep Holes is *much* higher than in regular holes/lava/prismatic pools.

I've clearly been lucky but I had usually 1 drop per hour in regular holes, and I made ONE ten minute deep hole and had 5 items in that one. Probably a statistical rarity but I wanted to mention it.

* It's worth farming this when the deep holes are available in Azure Span *

The best way to do this is the Prismatic leaper pools in Ohn'Ahran Plains. Do a circle with the coordinates below, you can also realmjump but they will spawn again until you've made a new round.

I've had awful RNG farming the 45 uncommon quality reagents (5 types x 9 each). The drop rate itself from Prismatic Leaper pools has been pretty reasonable, about 1 in every 25 casts, but thanks to the facts that you can get duplicates, I have caught over 70 of these things and am still not done (other comments that posted their stats were finished in under 60).
I'm down to just needing a single Strong Seavine to finish the achievement, but so far RNG has blessed me with 16 duplicates of the other items instead (ontop of the ~10 duplicates I already had by the time I caught my second last Seavine).

The 250 rep reward for turning in spares is OK I guess but since it's only once per week, it would take about 3 months to try and turn all these in for full rep.

Each item ought to have the same drop chance so I'm just particularly unlucky to have this many duplicates, but as we know complaining on wowhead is the best cure for bad RNG so I should be done very soon!

Sharing my experience just for if this is any indicator of time scale for people by fishing Prismatic Leaper Schools.
By the time I had all the green items (10,10,9,9,9 by the end, I'm thankful I was so lucky there) I had 1038 Prismatic Leaper fish in my inventory, suggesting the number of casts required.
My longest streak without any green item being 79 Leaper fish, which honestly felt absolutely brutal...
Thank F this achievement is over, this was miserable.

The most efficient way I found is exclusively fishing DEEP ice holes during the week when Azure Span Fishing Hole is active.

Here's how you do it:

ALWAYS keep the fishing hole above RICH level, and ALWAYS stick to DEEP ice holes, do not bother fishing regular ice holes, the drop chance difference between the two is stark. A 10-minute fishing at a DEEP ice hole can yield you up to 5 rare drops, whereas a regular ice hole will yield you 0-1.

There are 8-9 ice cracks in the area, and each ice crack takes around 15-20 minutes to respawn once they're opened.

By keeping the fishing hole RICH, every ice crack opened has a 20% percent chance to be a DEEP ice hole, and will last for 5 or 10 minutes, so you are pretty much able to fish at DEEP ice holes continuously.

If god forbid, you open all 9 ice cracks with fishing hole at rich, and none of them are DEEP ice holes, just take a break, do/play/watch something else for 15-20 minutes and come back later, the ice cracks would've all respawned by then.

Compared to prismatic pools and magma pools, ice holes allow you to fish at FIXED SPOTS with MINIMAL FLYING around.

The only catch is that the Azure Span Fishing Hole must be active for this to work, so plan ahead. :)

By the way, I am very sick of Blizzard not paying attention to how disgusting these RNGs are.

Finally completed this. Strong Seavine was the last thing I needed.
When this was finally completed, I had this in surplus:

5 x Khaz'gorite Wire
3x Khaz'gorite-Infused Resin

You might wonder how I ended up with 1xStrong Seavine in surplus... That's because I decided to finish the Overheated Magma Thresher Pool where I got the last Strong Seavine I needed. Of course to mock me it dropped twice in a row...
