I can Confirm that this achievement is obtainable before 120. I obtained it today on a 115 Feral Druid.

My group and myself achieved this Feat of Strength on a number of different characters on 08-14-2018 on patch 8.0.1.

My advice to you all is to group up with a 5-man party (or larger, as noted later) and pick on small groups/solo players. It is not honourable, I understand this, but it is effective. The rest of this info and advice is based around having at least a couple other like-minded people in your crew, including at least 1 healer and as many high-mobility classes as you can convince to come.

Our process:

Enable War Mode. Take the boat to your opposing faction's island. Patrol your chosen zone (we used Drustvar as Horde players).
Kill people (duh) - be mean about it, depending on the quality of the players you are facing, you may be able to farm them for extra kills. We were not able to determine what gets you a bounty, but it generally seems like being a bully in the zone works.
Eventually, up the three people will receive a bounty on their head. At this point those players will receive a push quest for the FoS. It will ask you to kill 10 opposing faction players without dying.
Stay grouped up. Keep in mind you are now on the world map as a target and have no stealth advantage. Keep your bounties alive and pick off players. You only need Honorable Kills for the quest, not killing blows.
At a certain point you will need to clear the bounties, even if you complete the quest it will not push it to others in your party without "resetting" the bounty system. It appears to be random, may take a few tries before all people are able to get the bounty, and therefore the FoS.

Some additional notes:

Dying while you have the quest for the FoS will fail it. Our player who died with it said it only showed as failed once he opened his quest to look at it. Abandoning it will allow you to get it once you get a bounty again.
You can get bounties in a raid group. You will not not be able to get credit for the quest however, in a raid. You can group in a larger group and then break off into parties once you start getting bounties.
It took us about 20 minutes of bullying to start getting bounties. Not sure if it depends on amount or frequency of kills, but we were killing at least 1 person a minute.
110s, especially geared ones with legendaries, can be much stronger than you think and can compete with a fresh 120 no problem due to odd scaling by Blizz. Take care in 1v1s especially, you can get shredded.
Once you start attracting attention, you will want to start roaming. Don't let yourself get surrounded. People will start banding together to stop your bullying (rightfully so). Try to set your own engagements and stick together, especially once you get bounties and can be seen.
Classes with high mobility and CC are desirable for keeping enemy players from getting away. Druid, DH, Monk, Mage are all good choices for chasers.

I got the achievement with my Rogue. Only a Mage defended me.
After getting the achievement, the mage opened a portal to Zuldazar and the bounty was still on me. (I did the achievement in Kul Tiras.)

So i can confirm:
- You can use mage portals to Zandalar or to Kul Tiras.
- You can use the Flight Master's Whistle.
- You can even use your Hearthstone (if your Innkeeper is in Zandalar on in Kul Tiras).
- You CAN'T use portals to old zones (Orgrimmar, Thunderbluff, Silvermoon, etc...).
(I don't know if you will keep the quest because i tested these things after i completed the quest. But you'll keep the bounty debuff for sure.)

How to survive?
- Get some players to defend you.
- Get the Artifact Fishing pole with the Underlight Blessing trait.
- Stay always near of the water.
- Stay in Stealth (if it's possible).
- Put the Artifact Fishing pole to your Action Bar (so you can fast switch your weapon).
If there are too much enemies, you can easily escape by switching your weapon to the Artifact Fishing pole and swim away.
I recommend doing the achievement in Kul Tiras because there is a lot of water.

So for this Achievement, me and my group rolled around with 5 burst DPS classes, not the Smartest option but it worked!
We used a world quest to attract the Alliance in and trapped them in a cave! look up a Rumraisin on youtube if you want the video guide

I did this achievement with 5 players. If there is more then 5 players (doesn't have to be in group), it will take longer to get bounty and get the 10 kills required for this quest.

I suggest you go kill the 10 alliance away from other players in a 5 man group.

I can confirm that if you disconnect while on the quest it will also fail it. Sigh...

So i did this and wanted to share a couple of thoughts since this was a lot of fun for me to work towards.
Farmed the bounty (de)buff in a raid group in drustvar, took about 30+ Kills for the quest to get pushed to me. Dying will cause the assasin buff to drop i believe so be careful here (i speced healer)
Upon the bounty being put to my head, I left the group and hearthed back to Zuldazar.(Not sure if you are still visible on the map while there). I was then looking to join a 5 man group cause you can only progress towards the quest outside of raid groups. Luckily i found someone who was looking for ppl to join him while trying to stop the alliance from attacking DazarAlor. I asked him to stay with party size and not convert to raid group size.

Of course many Horde players were already present in the capital area to kill alliance and defend the terrain. Me being phased to that realm concentrated on surviving playing defensively. You still get credit if you participate and stay close, you dont need the KillingBlow or even damage the target, just HK is enough.
That said , using the Drust Soulcatcher is highly recommended, cause it will allow you to resurrect not failing the quest, its a great fallback. The item saved me here cause i died after 8/10 kills. If you release instead, then the quest will fail and you have to start over. You can also have another player with you that might resurrect you if dead but its more difficult to organize in the hectic moments of World PvP and requires a lot coordination.

Picked up my title this weekend on my DK
I got it during an incursion in Nazmir. I grouped up in a raid which was running around countering Alliance.
I got 10 kills very quickly and the assassin tag but took me best part of an hour and a few hundred kills later before the actual quest finally popped up.
Whilst running around in a raid your kills do not count towards your quest 10 kill progress
As we ran around between quest areas we ran into a Alliance counter raid at which point I left the raid and ran around solo using AOE like Howling Blast and Remorseless Winter and laying into people. Our raid overwhelmed them with numbers and I quickly racked up 10 kills in around 30 seconds and the title, I then rejoined raid and carried on with the pvp. These weren't killing blows, these were just people I had tagged or done damage too.
The bounty remained on me after I earnt the title and didn't fall off even when I HS back to Dazar'alor.

Just got assassin in Mechagon...proceeded to get roughly 30 HKs after gaining assassin buff....still didn't get the achievement.
Can confirm I did not die throughout or leave the zone, and was alone (not in a group).
Must not count progress while in Mechagon...I'm assuming the same goes for Nazjatar.
For shame.

Edit: I never actually got the quest to pop, only the assassin buff. I guess that was my mistake.

I felt it was relevant to add that this quest (Alliance Slayer) can pop without you being an assassin. Granted it might have been a glitch but it did happen. I zoned into Nazj'tar with war mode on when the zone pvp event was up. I started flying and someone used the Net-o-Matic to dismount me and I heard the music for that quest start playing and received the quest. Unfortunately it also put a bounty on my head the second i got the quest. I abandoned the quest since i didn't have time to mess with it right then. The bounty stayed on my head. I attacked no one when this happened, i got netted and received the quest. I was very confused because I didn't have the assassin buff but still cleary had the bounty on my head. I immediately mounted up since i saw about 30 hostile players swooping down. Because the quest popped i was unable to fly after quickly mounting to escape. I felt like a 100$ bill laying on the floor of a crack house. At least it was a quick death which then removed the bounty. If its not a glitch and working as intended that means just entering combat with the opposing faction while having warmode on has a chance to pop the quest which automatically puts a bounty on your head.

Be aware.

I faction-transferred my character that I unlocked this achievement on from Horde - Alliance and whilst the achievement changed from The Alliance Slayer to The Horde Slayer, my title is no longer available.

I have contacted a GM who has not exactly been helpful.

Bear this in mind if you wish to faction-change a character with this title.

edit: Just thought I'd update this post with more information.

It turns out "The Alliance Slayer/The Horde Slayer" title is a quest reward, not an achievement. When you switch factions, you're basically giving up the title.

I just got this on my 440 hunter in Nazjatar.
As long as you are careful and stay in the back when the big pvp happens at the road between the Alliance and the Horde base it shouldn't be a problem, unless I was very lucky. Not sure how I got the bounty on my head though, I helped getting maybe 30 honourable kills in there before I got the buff and the quest popped up (died 2 times). After I got the buff I killed another 20 before some Demon Hunters decided to go for a suicide mission just to kill me.

PRO TIP: be sure you have a healer with you, or someone that can resurrect you.

when you get the quest die ASAP, and get resurrected. you loose the bountyhunt but keep the quest, so noone is chasing after you and you can fly etc. and easily finish the quest.

I got this, this morning with a rogue buddy and myself in bleak of rebout in maldraxxus you didn't need a healer or others, it also depends on the time of day. We dd this one way past midnight. He almost got his too but, he ended up dying with one left. but it appears you can only have the title on one toon which the toon you used for this achievement. :)

If you faction change to Alliance, you lose the title, but upon coming back you get it back!

I accepted a queue pop before turning this quest in, though I had already competed the requirements

I have no title or achievement, so don't do that

I just finished the quest for this on my Evoker, but despite the quest saying the title was the reward, I didn't get it.
